Turkish cooperation in the field of education in the region is undertaken in a wide range of forms, from inter-university bilateral agreements to joint master programmes, summer universities and student/staff exchanges, thus there are many levels of cooperation.
In this section one of the most well-known state universities in Turkey, METU-Middle East Technical University/Ankara is examined to give examples of bilateral agreements.
In addition, the most important part of the research is focused on universities founded or supported in the region by Turkey. Three of them are selected as best practices.
Lastly, it should be underlined that the geographical distribution of cooperation is varied. Turkey has cooperation projects with Macedonia, Bosnia-Herzegovina, Albania, Bulgaria, Romania, Greece, Hungary, Czech Republic, Slovenia, Slovak Republic and more. That is why this research meets only a part of it through above mentioned perspective.

Albania: Epoka University
Epoka University was licensed by the Decision of the Council of Ministers No. 281, dated 12.03.2008. It is owned by the Turgut Özal Education Company, which has also established and operated the much-acclaimed system of Turkish primary and high schools in Albania since 1992.
Epoka University was founded in order to address the needs of Albania and the Balkans for an institution of higher education based on the American Educational System. The objectives of the founders are to increase the quality and effectiveness of education and training systems in the region, to facilitate the access of all to education and training and to open these systems up to the wider world. Raising the quality and standards of learning is essential if Albania is to become a more competitive and dynamic society in this age of globalization and if its citizens are to be able to develop their own skills to their full potential.
Macedonia: International Balkan University
The International Balkan University was founded by Skopje Education and Culture Development Foundation. This Foundation was set up in February 2006, and later pioneered the establishment of the International Balkan University.
Skopje Education and Culture Development Foundation was set up with the financial and moral support of Hasan Osman Çelik, M.Şükrü Koçoğlu, Remzi Gür, Mustafa Demir from Turkey and Prof. Dr. Abdurauf Pruthi, Avni Engüllü and Prof. Dr. Remzi Nesimi from the Republic of Macedonia. Skopje Education and Culture Development Foundation established by cooperation of Macedonian and Turkish businessmen, is a Foundation of Macedonia.
Bosnia and Herzegovina:
International University Of Sarajevo
The Foundation for Education Development Sarajevo was set up in Sarajevo in 2001 as a non-governmental organization with characteristics of endowment (as stated in the Law of Bosnia and Herzegovina). The Federal Ministry of Justice registered it as an institution whose sole purpose is to seek and create academic, material and legal conditions for the advancement of education in Bosnia and Herzegovina. A group of businessmen from Turkey and several intellectuals from Bosnia and Herzegovina worked jointly to realise the Foundation plans and the International University of Sarajevo was inaugurated in the academic year 2004-2005. It is located in Sarajevo, the capital of Bosnia and Herzegovina. The university comprises the Faculty of Engineering and Natural Sciences, the Faculty of Business and Administration and the Faculty of Arts and Social Sciences. IUS is open to students from all over the world, and the language of instruction and communication is English. Students without English proficiency attend a one-year intensive English Language Programme.
